commit62d65bdd9dupstream. commitb401f8c4f4("USB: cdc-acm: fix rounding error in TIOCSSERIAL") introduced a regression by changing the order of capability and close settings change checks. When running with CAP_SYS_ADMIN setting the close settings to the values already set resulted in -EOPNOTSUPP. Fix this by changing the check order back to how it was before. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
