wifi: iwlwifi: mvm: allow NL80211_EXT_FEATURE_SCAN_MIN_PREQ_CONTENT

We can allow NL80211_EXT_FEATURE_SCAN_MIN_PREQ_CONTENT since we
just use the elements from mac80211.
