dt-bindings: PCI: rockchip,rk3399-pcie: Add missing maxItems to ep-gpios

Properties with GPIOs should define number of actual GPIOs, so add
missing maxItems to ep-gpios.  Otherwise multiple GPIOs could be
provided which is not a true hardware description.
