iommu/tegra241-cmdqv: Fix unused variable warning

While testing some io-pgtable changes, I ran into a compiler warning
from the Tegra CMDQ driver:

Guard the variable declaration with CONFIG_IOMMU_DEBUGFS to silence the
warning.
