Pratik Rajesh Sampat 20bec89506 cpufreq: powernv: Fix frame-size-overflow in powernv_cpufreq_work_fn

The patch avoids allocating cpufreq_policy on stack hence fixing frame
size overflow in 'powernv_cpufreq_work_fn'
