Laura reported that the perf build failed in fedora when we got a glibc
that provides gettid(), which I reproduced using fedora rawhide with the
glibc-devel-2.29.9000-26.fc31.x86_64 package.
Add a feature check to avoid providing a gettid() helper in such
systems.
On a fedora rawhide system with this patch applied we now get:

A new 'perf bench epoll' will use this, and to disable it for older
systems, add a feature test for this API.
This is just a simple program that if successfully compiled, means that
the feature is present, at least at the library level, in a build that
sets the output directory to /tmp/build/perf (using O=/tmp/build/perf),
we end up with:

The main thing here is that in the end we'll have -DHAVE_EVENTFD in
CFLAGS, and then the 'perf bench' entry needing that API can be
selectively pruned.

When using a cross-compilation environment, such as OpenEmbedded,
the CC an CXX variables are set to something more than just a
command: there are arguments (such as --sysroot) that need to be
passed on to the compiler so that the right set of headers and
libraries are used.
For the particular case that our systems detected, CC is set to
the following:

commit c8c188679c ("tools build: Use the same CC for feature detection
and actual build") changed these assignments from unconditional (:=) to
conditional (?=) so that they wouldn't clobber values from the
environment. However, conditional assignment does not work properly for
variables that Make implicitly sets, among which are CC and CXX. To
quote tools/scripts/Makefile.include, which handles this properly:
# Makefiles suck: This macro sets a default value of $(2) for the
# variable named by $(1), unless the variable has been set by
# environment or command line. This is necessary for CC and AR
# because make sets default values, so the simpler ?= approach
# won't work as expected.
In other words, the conditional assignments will not run even if the
variables are not overridden in the environment; Make will set CC to
"cc" and CXX to "g++" when it starts[1], meaning the variables are not
empty by the time the conditional assignments are evaluated. This breaks
cross-compilation when CROSS_COMPILE is set but CC isn't, since "cc"
gets used for feature detection instead of the cross compiler (and
likewise for CXX).
To fix the issue, just pass down the values of CC and CXX computed by
the parent Makefile, which gets included by the Makefile that actually
builds whatever we're detecting features for and so is guaranteed to
have good values. This is a better solution anyway, since it means we
aren't trying to replicate the logic of the parent build system and so
don't risk it getting out of sync.
Leave PKG_CONFIG alone, since 1) there's no common logic to compute it
in Makefile.include, and 2) it's not an implicit variable, so
conditional assignment works properly.

I see problem with test-all case speedup, because it does not
comprise checks for 32bits compilations, fix it.
The problem could be noticed by calling:
make -C tools/perf feature-dump
That would end up misdetecting the feature-compile-x32, that, building
using 'gcc -mx32' needs stub headers not present in a fedora 23 devel
machine and thus fail to compile, but ended up appearing as detected,
i.e. present in tools/perf/FEATURE-DUMP as 'feature-compile-x32=1'.
With this fix it correctly appears as 'feature-compile-x32=0' and if we
uninstall the libc devel files for 32 bits (glibc-devel.i686), then the
relevant variable is flipped from 'feature-compile-32=1' to
'feature-compile-32=0'.
The same things happened for bionic and libbabeltrace, that were
misdetected because the are no tested in test-all.c

By adding libbpf into perf's Makefile, this patch enables perf to build
libbpf if libelf is found and neither NO_LIBELF nor NO_LIBBPF is set.
The newly introduced code is similar to how libapi and libtraceevent
are wired into Makefile.perf.
MANIFEST is also updated for 'make perf-*-src-pkg'.
Append make_no_libbpf to tools/perf/tests/make.
The 'bpf' feature check is appended into default FEATURE_TESTS and
FEATURE_DISPLAY, so perf will check the API version of bpf in
/path/to/kernel/include/uapi/linux/bpf.h. Which should not fail except
when we are trying to port this code to an old kernel.
Error messages are also updated to notify users about the lack of BPF
support in 'perf record' if libelf is missing or the BPF API check
failed.
tools/lib/bpf is added to TAG_FOLDERS to allow us to navigate libbpf
files when working on perf using tools/perf/tags.

We will use the tools/build/ autodetection in the eBPF patchkit
and it is currently sharing the output directory with perf, that
also uses the feature detection logic.
As we keep state in the output directory, so that we can avoid running
all the tests again, we need to have different filenames for the files
used in this state, allow doing that via the FEATURE_USER variable, to
be set alongside the existing FEATURE_{TEST,DISPLAY} variables.
v2: Fix comment describing the FEATURE_DUMP filename to make sure where
it is created, precisely at $(OUTPUT)FEATURE-DUMP$(FEATURE_USER).

The existing numa test checks only if numa.h and numa_available() are
present, but that can be satisfied with an old libnuma that is not
enough for the 'perf bench numa' entry, so add a test to check for that:
