docs: networking: convert rxrpc.txt to ReST

Browse Source 
- add SPDX header;
- adjust title markup;
- use autonumbered list markups;
- mark code blocks and literals as such;
- mark tables as such;
- adjust identation, whitespaces and blank lines where needed;
- add to networking/index.rst.
