USB: EHCI: Move definition of EHCI_STATS to ehci.h

Without this, platform drivers e.g. ehci-omap.c will see a
different version of struct ehci_hcd than ehci-hcd.c and
break reference to 'debug_dir' and 'priv' members when
CONFIG_USB_DEBUG is enabled.
